On April 11, 2024, a high-profile press conference was held in the Guangzhou Development Zone and Huangpu District to officially unveil the "Several Measures of the Guangzhou Development Zone (Huangpu District) for Promoting the High-Quality Development of the Games and Esports Industry" (hereinafter the "10 Measures for High-Quality Games and Esports Development"). These measures are designed to support the games industry through platform development, rent subsidies, licence-approval incentives, event sponsorship, and talent settlement, while empowering the region's cultural-creative, sports, and tourism sectors. Together they aim to build a comprehensive, multi-tiered new hub for the digital cultural industry of the Guangdong-Hong Kong-Macao Greater Bay Area.

The Guangzhou Development Zone and Huangpu District have made strong efforts to drive the high-quality development of the games and esports industry. They have hosted the "China Game Industry Annual Conference" for four consecutive years and rolled out more than ten dedicated digital-economy and cultural-industry policies, such as the "10 Metaverse Measures" and "Culture and Tourism 10 Measures 2.0," to support industry innovation and energize the market.
The district will focus on building the China Game Industry Big Data Information Service Platform and the Guangdong-Hong Kong-Macao Greater Bay (Huangpu) Game Industry Service Center, creating a "10-minute service circle" for the games industry to advance the games and esports sector.

Building a Public Service Platform to Resolve Game Companies' Pain Points and Bottlenecks
The China Game Industry Big Data Information Service Platform, the first of its kind in the country, is expected to go into operation this year. Drawing on information technologies such as big data, blockchain, and cloud computing, the platform is being built to deliver functions including game development guidance, game publishing co-review, game operations oversight, and game information release. It focuses on game technology innovation, game copyright transactions, game financial services, game talent cultivation, and other fields, advancing the conversion and use of data to achieve the aggregation of all elements, full-process control, and full-chain services. In doing so, it effectively resolves the pain points and bottlenecks facing game companies and helps them compete internationally and achieve high-quality growth.
Encouraging the Development of Original Premium Games, with a One-Time Reward of up to RMB 5 Million
The Guangdong-Hong Kong-Macao Greater Bay Area (Huangpu) Game Industry Service Center is under intensive construction. The center features a government service hall that offers game companies services such as business registration, game licence applications, copyright registration, legal consultation, talent settlement, and policy fulfilment. By providing developers with comprehensive infrastructure and resource support and accelerating talent training and policy guidance, it will draw more games professionals to gather and grow in Guangzhou, raising the research, development, and innovation capabilities of Guangdong Province's games industry.
Building a Digital Industry Cluster to Form a Games and Esports Industry Ecosystem
The Guangzhou Development Zone and Huangpu District have built nearly 8,000 5G base stations in total and established South China's only national top-level node for industrial internet identifier resolution (Guangzhou). They have developed a number of high-capacity industry hubs, such as the China Software CBD and the China Game Software Valley, to a high standard, and are actively cultivating strategic emerging industry clusters in digital creativity.

The district is home to 85 key 5G enterprises, more than 400 internet and software companies in fields such as games, and over 300 above-scale intelligent equipment companies, with a combined industry scale exceeding RMB 100 billion. It provides not only the technological "soft power" for the underlying development of game products, but also the "hard gear" for the immersive experiences of esports users.
Deng Zhou, deputy general manager and co-founder of Gamewinner Technology, said: "We are a start-up game company, and the many policies announced today are closely tied to our work, arriving in a timely and precise way. The company has launched many original premium game titles, and the incentives these policies offer for original premium works and for the settlement of key projects provide solid support to enterprises like ours."

The policies announced this time not only provide substantial incentives for original game developers but also chart a direction for the long-term growth of game companies. Gamewinner will continue to uphold the spirit of innovation, leveraging the policy advantages offered by the Guangzhou Development Zone and Huangpu District to step up the development of original games, improve product quality, and strengthen market competitiveness. At the same time, the company will actively take part in building the digital cultural industry of the Guangdong-Hong Kong-Macao Greater Bay Area, contributing to the prosperity and development of the industry as a whole.
